14 MILLION STUDENTS IN PRIMARY
AND SECONDARY SCHOOLS EXEMPTED FROM BOOK CHARGES AND MISCELLANEOUS EXPENSES
(Cyol.com, March 8 2005) Premier Wen Jiabao promised to waive the book and
miscellaneous expenses of 14 million primary and secondary students in the
countryside. Premier Wen Jiabao pointed out that education should be given the
high priority, rural compulsory education should be emphasized, the insurance
system of outplay mainly afforded by governments should be improved, and the
fortifying plan for western area should be continually carried out. The policy,
called "Two Exemptions and One Subsidy", will be completely
implemented throughout the country in 2007, to help children from impoverished
families complete their compulsory education. According to 'The report about
budget implementation in central and regional governments in 2004 as well as the
central and regional budget draft in 2005' , from the beginning of the spring
semester this year, 14 million students in 592 counties will benefit. To carry
out the project, the central government will allocate RMB1300 million while
local governments allocate RMB2810 million. By 2005, in middle-west area the
number of rural students from impoverished families who receive free textbooks
during compulsory education stage will have reached 30 million.

(Cyol.com, March 7 2005) Premier Wen Jiabao emphasized at the third conference
of the tenth National People' Congress that education should take strategic
priority in development. He said that efforts should be made to strengthen
compulsory education in the countryside and to improve the fund maintenance
system. From this year, book charges and incidental expenses of students in
poverty at the compulsory education stage will be waived and subsidies will be
provided for boarding students. By 2007, this policy will have been implemented
in the countryside throughout the country and all children in poverty will be
able to finish compulsory education.

therefore in fact a private school, run by the Railway Company which owns most
of the buildings in the village. The school's fees are actually lower than most
other schools in Zhaoqing. Migrant children (whose families are usually
very poor) pay higher fees than local children (whose families are usually well
off). "It's not a case of migrant children paying more, but rather local
children being given a discount" is the official explanation.

Project Hope received a donation of 50
million yuan to set up a fund for schooling need of migrant children. The
subsidy is to cover 50,000 migrant children to complete primary schooling.
Every child will receive a studentship of 600-900 yuan per every academic
year in the next five years to match their schooling needs. A recent survey
indicates that the migrant children population is around 20 million all
over the country and 9.3% of them drop out of school.
